Otavio has a release clause of €60 million (£51.24 million), and Porto have told Everton that they will not settle for anything less, according to the report.
According to A Bola in March, Liverpool are interested in signing the Portugal international this summer.
It was A Bola who reported back in June that Liverpool had made an offer of €23 million (£19.54m) for Otavio and were willing to include midfielder Marko Grujic in the deal.
We covered the report here on HITC Sport at the time.
Grujic joined Porto on a permanent contract eventually, but Otavio did not switch to Liverpool and stayed at the Portuguese club.

Stats
Otavio made 32 appearances in the Portuguese league for FC Porto this past season.
The Portugal international scored three goals and gave 11 assists in those matches.
The Porto no. 25 also made three appearances in the Europa League and six in the Champions League this past season.
