Flowers has reportedly signed a “big homegrown deal” with FC Dallas and a pre-agreed contract with Chelsea.
The left winger will join the Blues in the summer of 2029 when he turns 18, likely on a long-term deal.
Chelsea have agreed to pay FC Dallas an initial $3 million and up to $7 million in add-ons, in a “historic deal” for a 15-year-old.
They overcame competition from several European and Mexican teams for Flowers’ signature, as he is a well-known prospect.
Flowers has scored two goals in three appearances for the United States’ under-15 team, including one against England.
The youngster, who has already travelled to England to hold talks, will be looking to follow in Christian Pulisic’s footsteps.
