The former Arsenal star, who now works as a pundit for Sky Sports, has praised Leeds for their performances under head coach Marcelo Bielsa.
Merson has added that although the likes of Brentford and Fulham will not agree, if the Whites and the Baggies do go up, then he will have no problem with that.
Merson wrote in The Daily Star: “Under Marcelo Bielsa, it looked as if they’d do it 12 months ago only for them to run out of gas at the death.
“But when football went into lockdown in March, they’d arrested a slump which threatened a second successive implosion and looked good for promotion.
“I know the likes of Fulham and Brentford won’t agree but if Leeds and West Brom go up, I’ll have no complaints at all.
“They’ve been the two best sides in the Championship this year and look good value for promotion.”

League table
Leeds are at the top of the Championship table at the moment with 71 points from 37 matches, a point clear of second-placed West Bromwich Albion.
The West Yorkshire outfit are also seven points clear of third-placed Fulham, who, along with Brentford, Nottingham Forest and Preston North End, occupy the playoff spot.
Uncertainty
The Championship is suspended at the moment due to the global health crisis, and it remains to be seen when the season resumes.
According to BBC Sport, clubs in the second tier of English football hope to start training on May 25 and then resume playing from June 6 or June 13.
