The North London club are trying to sign Ben White on loan from Brighton and Hove Albion.
The decision has been made that Saliba will head out on loan again.
Marseille, Newcastle and Lille are the three clubs leading the race for Saliba.
The 20-year-old have picked Marseille as his next club.
The French outfit will now try to agree on a loan deal with Arsenal.

Blow for Newcastle United
Saliba picking Marseille over Newcastle is understandable.
The 20-year-old defender is from France and did well at Saint-Etienne before earning the move to Arsenal.
The youngster did well during his loan spell at Nice during the second half of last season, too.
The Frenchman scored one goal in 20 appearances in Ligue 1 for Nice.
Saliba’s decision to pick Marseille will be a disappointment for Newcastle.
Manager Steve Bruce will now have to look at another defender.
