According to The Independent, Manchester United have earmarked Tottenham Hotspur as buyers for Luke Shaw, but Mauricio Pochettino’s side simply have no reason to make such a move currently.
Jose Mourinho appears to have reservations over Shaw, and United believe that Spurs will be interested in the England international, if they learn of his availability.
However, the Red Devils could be waiting a long time for Tottenham to make an offer, as there is no way signing a left-back should be a consideration for the White Hart Lane club at this moment in time.

While Shaw is unquestionably a talent, and could have a very bright future if he fulfils his potential, Tottenham’s Danny Rose is a better option at this present moment in time.
Rose has developed into one of the finest left-backs in the Premier League, and his pace and energy is crucial in Pochettino’s line-up.

Tottenham also have Ben Davies in reserve, and while the Welsh international isn’t up to the standard of Rose, he is still perfectly competent cover.
Spurs would never be able to keep both Rose and Shaw happy, if they were in the same squad, as the pair would both be wanting first-team football.
And, as a result, United’s hope that Tottenham will make a bid for Shaw seems to be a very forlorn one.
