Improving the defence will be of priority, with that area of the team coming in for criticism this past season.

In particular they need cover at right back, having struggled in that area when Seamus Coleman spent large spells on the sidelines.
They were also short in central defence at times, which led to youngster Matthew Pennington being handed his debut at the end of the campaign.
Securing a player who can cover in both positions would be preferable for the Blues, something Chambers is capable of, meaning he represents an ideal solution to both issues.

He is a player with plenty of Premier League experience too, despite his young age, which is another plus point for the Blues.
Arsenal are unlikely to sanction a permanent sale, but a loan deal could suit Everton anyway.
With something of a summer rebuild needed, they will have to spend their money wisely and a loan move for Chambers would allow them to focus using whatever funds they have on improving other areas.
Of course, they are likely to face competition in any move for the defender, but given the problems he would help fix, Everton should certainly be among those competing for his signature.
