Premier League clubs are thought to be keen, and the report notes that Arsenal and Leicester City have been particularly keen on him in the past.
West Ham are the most recent suitor though, and with Gladbach willing to part ways, the Hammers must be on red alert.
Plea, 28, can play up front or out wide, and has notched 10 goals as well as five assists this season.
