The Daily Star have reported that West Ham are among the clubs who are interested in signing former Leeds United midfielder Phillips from defending Premier League champions Manchester City in the summer transfer window.
The Hammers could make a move for the £160,000-a-week (SalarySport) England international in the summer of 2023 if they avoid the dreaded drop to the Championship at the end of the season.
City could sell the 27-year-old if they get back the £42 million transfer fee they paid to Leeds last summer to sign him.
The report has claimed that West Ham are looking at Phillips as a potential replacement for Rice.
