West Bromwich Albion had appeared lead contenders to sign Leeds left-back, but were beaten by Burnley.
Taylor joins from Leeds United, where he impressed after becoming their first choice left-back after breaking into the team in 2015.
The fee for the defender is yet to be determined, with Burnley unable to reach an agreement with Leeds United.

As Taylor’s contract expired and he came through the Leeds academy, the Whites are still owed a fee, which will be determined via a tribunal.
West Bromwich Albion had been strongly linked to Taylor, as left-back has been a problem position for the club over the past two years.

But manager Tony Pulis told the Express and Star that the idea of a tribunal was off putting, and the Baggies were unable to agree a fee with Leeds.
This left Burnley free to nip in and win the race for Taylor, much to the frustration of West Brom supporters.
Baggies fans are annoyed not just because a good option at left-back has gone, but because he was relatively cheap and the club still deemed him to be too expensive.
