Bruma’s contract was set to expire next summer, and he will treble his wages with his move to Leipzig.
The German side finished second in the Bundesliga last season and are piushing hard to recruit talented young players from across Europe.
The Portuguese international is just 22 and will link up with the national team next week after concluding his transfer.
He is currently still with Galatasaray as the Turkish league season is yet to conclude.
Bruma is the second high profile winger Spurs have missed out on already this summer, with Wilfried Zaha last week committing his future to Crystal Palace by signing a new contract.
