Tuttomercatoweb reported Elmas is on his way to Italy to undergo a medical after the Turkish side confirmed an agreement had been reached.
It brings to an end speculation Tottenham were set to move for the Macedonian talent.
Calcio Napoli 24 reported last month that Tottenham were ready to bid £17 million plus Vincent Janssen to sign Elmas.
Turkish Football reported last year that Spurs had made an enquiry for Elmas, along with Sevilla.

Elmas is just 19, and it appears Tottenham’s alleged interest quickly waned after they signed Jack Clarke from Leeds.
That would make sense, with Spurs deciding Clarke is the teenage winger they wanted to invest in.
Elmas scored four goals in 29 Super Lig appearances last season.
At Napoli, perhaps he might go on to make Spurs regret not pushing harder for him one day, but right now he is not the game changer Tottenham need.
