Bild reported on transfer deadline day that Tottenham were keen on a late move for Meyer, but nothing materialised, with money allocated towards signing Moussa Sissoko instead.
Meyer is already a German international at 21-years-old, but has had a disappointing season.
He has scored just one goal in 20 appearances this season and provided only one assist.
There is no advantage say for Tottenham in signing Meyer, over Ross Barkley of Everton, who is valued in a similar price range and is at least used to the Premier League.
Perhaps the bigger red flag would be the failure of their last signing from Schalke, Lewis Holtby, who had been projected as a dead certainty to be a success when he signed for Spurs in 2013.

He did not make a major impact at the club, but having signed for a cut-price fee, Tottenham could afford to take the gamble.
Can they really afford to splash out £33 million on Meyer? It would be a gamble, considering his poor form this season, with the fee purely a projection on whether he will go on to be a superstar, as opposed to already being one.
Meyer fits the Tottenham model of buying a top player at low cost, but after a largely unsuccessful transfer market this summer, or unproven at best, signing him would be a risky move.
