Dortmund have no intention of selling this month, it is claimed, but could consider their options in the summer as interest in the midfielder mounts.
Weigl is a defensive midfielder who was rated as one of the top prospects in his position in Europe.
This season he has fallen out of favour, replaced in the starting line-up by Axel Witsel.
Weigl only turned 23 in September and is six years younger than Witsel. Tottenham could get the better long term option if Dortmund decide to cash in.
