City and Spurs have both been linked with Lyon midfielder £70 million-rated Ndombele in recent times, as reported by the Sun.
But it seems that City have opted to move for Rodri, which potentially leaves Tottenham free to make a move for Ndombele.
Spurs are expected to bring in a central midfielder in the summer, when Mauricio Pochettino wants money to spend.
Tottenham have been left short of options in the centre of the pitch over spells this season, and a new box-to-box midfielder is likely to be a priority.

Ndombele looks as if he could have the ability to impress at White Hart Lane.
The energetic midfielder has been in excellent form in Ligue 1.
And if City are looking elsewhere, Spurs would be wise to make a move while Pep Guardiola’s are distracted.
