Spanish newspaper Marca report Spurs could make an offer as Atletico look to get rid of the forward.
Atletico paid 15 million Euros to sign Kalinic last summer from AC Milan (£13.2m).
The Croatia international has struggled to make an impact in Spain.
He has managed only two La Liga goals from 11 appearances, five as a starter.
Atletico only picked him to start one Champions League match out of six games.
