It has been reported that Tottenham have joined the race to sign the 23-year-old striker along with North London rivals Arsenal.
Spanish side Atletico Madrid are also claimed to hold an interest in the Argentina international.
According to Gianlucadimarzio.com, Spurs have sent representatives to Milan to meet with the striker’s agent.
It has been reported that Tottenham, who will play in the Champions League next season, are ready to make an offer of €45 million (£37.76m) for Icardi.
The 23-year-old scored 16 goals and created 32 chances in 33 Serie A appearances for Inter last season.
During the 2014-15 campaign, Icardi scored 22 goals and created 34 chances in 36 league matches for the Italian giants.
