Hull City are hoping their price tag will deter suitors from making a move, with Burnley also interested.
Bowen has scored 10 times already this season for Hull, after also hitting double figures last season.
Spurs have had success looking to the lower leagues in the past, moving for Dele Alli, and tried to sign Jack Grealish in the summer.
Bowen is a bright talent, but the standard to break into Tottenham’s first team right now is higher than ever, with a Champions League tie with Borussia Dortmund on the horizon.
