Cooper, who can operate as a central defender or as a left-back, has played for the Scotland Under-17 and Scotland Under-19 sides, but he has yet to make his debut for the senior team.
The 26-year-old has been called up to the senior team on a number of occasions, but the defender has always been an unused substitute.
The former Hull City defender would have expected to play some part against the Netherlands at the Pittodrie Stadium on Thursday evening, but once again he was left on the substitutes’ bench during the international friendly match.
Former Hibernian and Dundee forward Tam McManus, 36, was following the match, and he was disappointed that Cooper was not brought on as a substitute.
Cooper is one of the best defenders at Leeds, and Scotland need to make him an important part of the team going forward.
