Lustig made the comments in the wake of Celtic being crowned the Scottish Premiership champions after the season was called off early due to the global health crisis.
Rangers have finished second in the standings on a points-per-game basis, as their bitter Old Firm rivals made it nine league titles in a row.
Lustig was on the books of Celtic from 2012 until the summer of 2019 when he moved to Gent in Belgium.
The 33-year-old Sweden international right-back has claimed that Rangers always crumble, and he has also raved about Celtic midfielder and his former teammate Scott Brown, adding that the Hoops will make it 10 in a row in 2020-21.
Lustig told The Scottish Sun: “Celtic were 13 points clear and there was no doubt who was going to win it.
“Rangers were strong this year but you are always waiting for them to crumble. It took a while longer than usual this time but after the winter break there was only one team going to win it.”
The defender added: “Celtic have a lot of leaders and Scott is probably the best player in the squad.
“He works hard every day in training and if you see your leader and captain do that, then other players want to do it. The group follow him.
“Rangers need to spend a lot of money and I don’t think they have it now and I can’t see them stopping ten.”

Next season will be massive
Celtic will be going for 10 in a row next season, and Rangers will be absolutely determined and desperate to stop Neil Lennon’s side from doing that.
Although Gerrard has a very good team at his disposal, the problem this season was that the players failed to be consistent after the mid-season winter break and allowed the Hoops to race ahead.
If Rangers are to win the title next season, then it simply cannot happen again.
Meanwhile, former Rangers and Celtic striker Kenny Miller has suggested that there was still a chance that the Gers could have caught the Hoops had the final games been played, although he has admitted that it was unlikely.
The Scottish Sun quotes Miller as saying: “Of course there was mileage in it. Look, it was highly unlikely. I’ve been on record before as saying had the last eight or nine games been finished then Celtic were probably going to, 95 per-cent, win the league. But football’s a funny old game.
“When you take in that Rangers had a game in hand, with still two Old Firm games to play, it’s not outwith the realms of possibility that they could’ve won those games.
“All of a sudden it could’ve been game on. But it’s highly unlikely Celtic were going to lose the amount of games they would’ve needed to and Rangers won every one of the games they had left.”
