Stoke City had a bid accepted by Liverpool for the midfielder earlier on in the week.

Swansea City chairman Huw Jenkins has suggested that the club are prepared to rival Stoke City’s bid for Liverpool midfielder Joe Allen.
Liverpool accepted a bid of £13 million for the Wales international, according to the Liverpool Echo, while Allen has been strongly linked with a return to the Liberty Stadium – four seasons after his £15 million move to Merseyside.

Jenkins is quoted by BBC Sport, saying: “Joe is one of our own players and if at all possible we would probably make that signing.”
Their report goes on to quote Jenkins saying that Swansea will “put in a little bit more effort” now a takeover of the club has been finalised.
Swansea know the price that Liverpool are prepared to sell Allen for given one bid has already been accepted, and will feel they have a chance of bring Allen back to the club given the strong connections he has with Swansea.

With one year remaining on his contract at Liverpool, it appears that Allen’s future lies elsewhere as he was used towards the back end of last season as a rotation option, whereas he can get more regular game time from the start if moved on – and his performances for Wales during their run to the Euro 2016 final seems to have done no harm in generating interest.
Swansea’s interest has been pretty well documented and Stoke’s interest in him seems to have generated recently. It does seem that they are pretty set on trying to bring Allen back to the club.
