Liverpool are unwilling to send him on loan for the 2017/18 season without him signing a new deal. In that case, the club could sell him now rather than lose him for nothing at the end of his contract next summer.

Should Celtic make a move for him?
Brannagan is a technically gifted midfielder who somehow has failed to live up to the hype when he first came into the picture under Jurgen Klopp.
He broke into the first team squad under Klopp in 2015/16, and made nine appearances. At that time, his potential had even caught the attentions of heavyweight European clubs like Real Madrid and Barcelona.
At this moment, it is difficult for Liverpool to offer him regular opportunities. But Brendan Rodgers can nurture his potential and can make him a top-class player everyone thought he would become.
He is only 21 and has age on his side to fulfil his promise. All he needs is proper guidance, and a manager who can boost his confidence.
The youngster could be tempted to move to Parkhead with an offer of Champions League football. He won’t cost much, and could be a brilliant addition to the Celtic squad.
