Pundit argues Manchester United will challenge for the title, and does not expect Liverpool and Jurgen Klopp to do so.

Richard Keys says he believes Jose Mourinho’s impending appointment at Manchester United is a case of right man, and right timing.
The former SkySports presenter believes United can go on and win the Premier League title this season, but insists he is not so sure about Liverpool manager Jurgen Klopp, who was appointed midway through 2015/16.

Discusssing the two clubs on his personal blog, Keys wrote: “Theirs [Liverpool] was terminal decline. Klopp might get it right, but it’s still a long way back.
“United, I believe, HAVE now got it right. I wouldn’t rule out Mourinho winning the title next season! Why? Well, he knows the course.
“He’s smarting. He’ll have the ammunition. He’ll want to get one over on Guardiola early on. He’ll be a man possessed.”

It is important to note that Mourinho will also have a transfer budget above what Klopp can expect at Liverpool, and is already building from a higher base, with United finishing fifth last season rather than eighth, while he has also won three Premier League titles with Chelsea.
Klopp of course led Liverpool to two cup finals this past season, while unsuccessful in both, it was a positive start, and there are no European competitions to distract him, while United must negotiate the Europa League.
The last meeting between the two managers led to wins for Klopp, in the Premier League with Liverpool against Chelsea last November, while their highest profile clash was a Champions League semi-final between Dortmund and Real Madrid, where Klopp’s side won thanks to Robert Lewandowski netting four goals.
