West Ham are a big and established club in the Premier League, and they are based in London.

So, Zaha would not have to relocate.
The Hammers will play in the UEFA Europa League next season and will at least challenge for the European places in the Premier League table.
True, West Ham are unlikely to challenge for the Premier League title or the UEFA Champions League places anytime soon, but if Zaha had offers from a top-four English club, he would have joined by now.
Moreover, Zaha played under Moyes at Manchester United.
