The 18-year-old midfielder has been told he can leave Portsmouth for free this summer, with their budget too thin to keep their youngsters.
Bell could earn a deal with West Ham, and he has been joined by Pompey teammate Harvey Rew, according to The News.
Rew has joined Bell in heading to West Ham, having also been told that he is free to find another club this summer.
Rew, 18, is a versatile talent who can play at centre back, left back or even in defensive midfield, and is well-built at 6ft 2in tall.

That could be to West Ham’s benefit, with the Hammers now considering raiding Pompey for two bargain youngsters.
