It has been reported by the British newspaper that the Baggies have made a bid of £4 million for the winger.
According to the report, West Brom manager Tony Pulis is hopeful of completing the signing of the 25-year-old from QPR this week.
The Premier League outfit reportedly made two bids for Philips in the summer of 2015, but they were rejected as the London side were asking for around £8m as transfer fee.
Phillips has been on the books of Rangers since the summer of 2013 and has a contract with the Championship outfit until June 2017, according to Transfermarkt.co.uk.
The Scotland international winger scored eight goals and created 67 chances in 44 Championship appearances for QPR last season.
During the 2014-15 campaign, the former Wycombe Wanderers and Blackpool man scored three goals and created 34 chances in 25 Premier League matches for Rangers.
West Brom will feature in the Premier League next season, while QPR will play in the Championship.
