Everton have already expressed an interest and this latest report says Tottenham boss Pochettino is also keen.
Tottenham already have Davinson Sanchez, Mina’s international teammate who they signed last summer.
However the report notes that Tottenham could be put off a deal due to Barcelona’s demands that he must be guaranteed a certain amount of minutes and games.

At Pochettino’s Spurs, competition is key, and even Toby Alderweireld struggled to get into the team after returning from injury.
If Tottenham wanted to force the issue and buy Mina outright, they may have to pay his release clause, which stands at £88 million.
