Mkhitaryan has just one year left of his Dortmund contract, and is in demand after scoring 18 goals and providing 20 assists last season.
Tuttosport report that Juventus have offered Mkhitaryan 4 million Euros a year (£3.1 million), but his advisors are pushing for 6 million – which works out at £4.6 million.
Mkhitaryan is represented by experienced agent Mino Raiola, who also represents Paul Pogba and Romelu Lukaku.
Olivier Giroud celebrates after scoring the second goal for Arsenal
The figure would see him earn more than the £3.1 million Arsenal striker Olivier Giroud earns annually, but less than the £7.2 million record signing Mesut Ozil commands.
At Tottenham he could potentially become their highest earner, but his wage demands could scupper a potential move to White Hart Lane, if chairman Daniel Levy does not want to meet the figures Mkhitaryan is seeking.
