Mahoney has been on the books of Blackburn since 2013 and has a contract with Rovers until the end of the season, according to the report.
It has been reported by the British tabloid that the 20-year-old winger, who can also operate as a forward, could be available for £250,000 in the summer transfer window.
The former Accrington Stanley youngster has yet to score in the Championship this season, but he has created 13 chances in 12 league matches for Rovers.
Blackburn are third from bottom in the league table at the moment and are in danger of getting relegated to League One at the end of the season.
Sunderland are struggling in the Premier League and are likely to play in the Championship next season.
David Moyes’s side are currently at the foot of the table with just 21 points from 32 matches.
