The 24-year-old central defender has been on the books of Blackburn since 2014 and has a contract until June 2017.
It has been reported by The Sun that Sunderland manager Sam Allardyce has put the centre-back on his summer wish list.
According to the British tabloid, the Republic of Ireland international would cost about £5 million.
Duffy, who started his professional club football career at Everton, has scored two goals and created 10 chances in 27 Championship appearances for Blackburn so far this season.
The defender has a pass accuracy of 63% and a shot accuracy of 33%, and has won 168 headers, four dribbles and 15 tackles.
During the 2014-15 campaign, in 19 league matches for Rovers, Duffy scored one goal, created 11 chances, had a pass accuracy of 66% and a shot accuracy of 36%, and won 95 headers, three dribbles and 15 tackles.
