The Telegraph are reporting that Sunderland have failed to persuade Jagielka to leave Everton for a relegation battle at the Stadium of Light.
Moyes has little money to spend on players and the club is slipping perilously close to an almost inevitable relegation to the Football League.
With Jagielka seemingly off the menu, options are now becoming thin for strengthening.
