Aston Villa are said to be at the front of the queue to sign Whelan from Stoke City, whom he joined from Sheffield Wednesday in 2008.
Whelan made his name with the Owls after joining them from Manchester City 13 years ago.

Nevertheless, Carlos Carvalhal’s side’s chances of bringing him back to Hillsborough from Stoke City are not looking great, with Aston Villa said to have climbed back to the front of the queue to sign the 33-year-old.
It is claimed the Villans reopened talks with Stoke yesterday [Monday] and are now trying to conclude a deal this week, after an earlier move stalled.
Burnley, Derby County and now Wednesday have all been credited with interest in Whelan in the meantime, however, it would appear that Aston Villa boss Steve Bruce is favourite to get his man.
Whelan was a key member of the Owls side which won promotion back to the Championship in 2005 and moved to Stoke two and a half years later, where he has played just shy of 350 games and won all 81 of his Republic of Ireland caps.

Meanwhile, The Scottish Sun reports that Wednesday will host Rangers in a pre-season friendly on 30 July.
