Liverpool have been chasing Werner all summer, with Jurgen Klopp a huge fan of the German international forward.
However, there are doubts over whether Werner would start at Liverpool, with their attack already so potent.
The Reds have Sadio Mane, Roberto Firmino and Mo Salah already at Anfield, and breaking up their partnership would be a hugely difficult challenge for Werner.
Although the RB Leipzig forward is believed to keen on a move to Liverpool currently, Chelsea now feel that they can convince him that making the switch to Stamford Bridge would be better for him.
Chelsea reportedly believe that they can offer Werner more game time, which could tempt him to them over Liverpool.
The Blues need a striker to lead the line and provide more competition to Tammy Abraham.
Blow to Liverpool?

Liverpool have delayed moving for Werner for some time now, despite knowing his release clause, which stands at £50 million (Sky Sports).
Jurgen Klopp’s side’s failure to act swiftly could now cost them in the long-run.
If Werner doesn’t arrive at Liverpool this summer there will be some disappointment around Anfield, as he could have been an exciting capture.
And if Werner does go on to join Chelsea and hit the ground that will make things even tougher to stomach for the Reds.
