The Mexican was only a bit part player at Porto last season and is hoping to secure regular football next season ahead of the World Cup.
At Newcastle he would have to compete for a first team place with Paul Dummett, but he can also provide cover at right-back, playing in both positions for Porto last season.
Mexican outlet Futebol 365 report Newcastle are expected to make an offer for Layun within days.
Layun starred at the 2014 World Cup and has 50 caps for his country.
Last season he made six appearances in the Champions League group stages for Porto, scoring once against Club Brugge and featuring against Leicester City.
