This would leave Liverpool needing to look to other targets within their price range, or substantially increase their offer in order to bring Napoli to the negotiating table.
Insigne, 25, is an Italian international with 13 caps, who can play on the wing or as a secondary striker.
He is without a goal this season in Serie A but has five assists in his 11 appearances to date.
