Trabzonspor vice-president says Tottenham midfelder is keen to join.
But he admits the transfer has hit a hitch, with Tottenham boss Mauricio Pochettino reluctant to let Sissoko leave.
Sissoko signed for £30 million from Newcastle last summer but made only eight Premier League starts.
Meric said: “Sissoko is looking warm to Trabzonspor. We do not have a problem with the player, but the club and his coach do not intend to let the player go.”
He added: “We have made the necessary attempts.”

His comments could be seen as somewhat of a concession of defeat, that the decision is out of their hands.
Tottenham could decide to use Sissoko in their Premier League opener against Newcastle at the weekend at right-back if Kieran Trippier does not recover from injury.

Trabzonspor fans have been begging Sissoko to join via Twitter, which is likely to have helped him feel warmly towards the switch.
Tottenham’s reluctance to let Sissoko leave could only be temporary, and they may be more open to it once they bring players in before the transfer window departs.
The midfielder is trying to choose the club which will allow him the best chance of making France’s 2018 World Cup squad.
