Liverpool and Spurs have both been linked with Ryan Sessegnon despite his Premier League relegation with Fulham.

Liverpool would love to sign Fulham flyer Ryan Sessegnon this summer. But, according to Goal, the Premier League runners-up are convinced that the England U21 international is on his way to Tottenham Hotspur instead.
The 19-year-old remains one of the most coveted young talents in British football despite a difficult first season in the Premier League which ended in Fulham’s relegation.
Sessegnon, Championship Player of the Year in 2018, did not quite live up to lofty expectations in the top flight, even if he still produced six assists for his struggling side.
Nonetheless, The Mail reports that Tottenham are still keen on a long-time transfer target and are looking to conclude a £25 million deal as soon as possible – even if Fulham value their prized asset at closer to £40 million.

And Spurs fans should be encouraged by suggestions that Liverpool are turning their attention to alternative options. The Reds apparently believe that Sessegnon will be a Tottenham player by the end of this summer.
Liverpool have already missed out on Thorgan Hazard and Julian Brandt, who both joined Borussia Dortmund this week, and it seems that Sessegnon is out of their reach too.
