However, the Premier League pair are currently lagging behind in the race for Penny’s signature.
Peterborough United are said to have made the first move to bring Penny into the Football League, with Grant McCann’s side keen to strengthen their defence.
Whether West Brom are Leicester will react to Posh’s bid remains to be seen.
Leicester have already seen the success that former non-league players can have in the top flight, following the well documented story of Jamie Vardy.
West Brom, meanwhile, may be looking to bring Penny in as one for the future at the Hawthorns.
