Tottenham Hotspur are already said to have had a bid rejected for the Leeds United academy product.

Leeds United have told Tottenham Hotspur to pay £20 million for Jack Clarke, according to The Sunday Mirror (May 26, page 69).
The newspaper’s sister website, Football.London, reported earlier this weekend that Leeds have already turned down Tottenham’s £10 million approach for the teenage winger.
And it is now being claimed the Champions League finalists will have to pay double that as they ‘anxiously’ pursue young English talents such as Clarke and the Aston Villa midfielder, Jack Grealish.
Only four of Clarke’s 24 league appearances have arrived as a starter, but he has still managed to score or create four goals to enhance his reputation of being one of the country’s brightest emerging talents.

It is unclear whether or not Tottenham’s chances of signing the York-born player could be affected by the prospect of new investment at Leeds, who are the subject of interest from Paris Saint-Germain’s Qatari owners, according to The Financial Times.
The Leeds owner, Andrea Radrizzani, admitted last week that the Whites are facing a ‘difficult summer in terms of the transfer market’, having failed to gain promotion this past campaign.

Would and should Tottenham meet Leeds’ alleged Clarke asking price?
