The left-back was one of Fulham’s best performers in the second half of the season, as he helped them earn promotion.
Jokanovic’s side are now looking to bring in a left-back, and Targett remains on their wishlist.
Southampton are understood to be keen to keep Targett, but Fulham are hopeful that a bid of around £8 million will be enough to prise him away from St. Mary’s.
Fulham have already completed some impressive business this summer, with Alfie Mawson and Aleksandar Mitrovic both set to move to Craven Cottage in the near future.
