The Telegraph claim that every decision must be signed off in Saudi Arabia by chairman Yasir Al-Rumayyan, who represents the Public Investment Fund of Saudi Arabia (PIF).
It is said that PIF have questioned every single decision so far, asking for detailed explanations about each one.

That is more than apparent. It took weeks to hire Eddie Howe, and despite talks with Ashworth commencing, The Telegraph believe Newcastle wanted that position filled within weeks of PIF’s arrival.

Newcastle don’t have any time to waste as they languish 19th in the Premier League, so PIF cannot afford to keep slowing things down.
Yes, if Staveley makes a series of mistakes, then PIF would have every right to make her explain herself before green-lighting each move.
However, as things are, Al-Rumayyan must take more of a backseat role, and loosen his grip on proceedings at Newcastle.

The people running the club on a daily basis, such as Staveley, have more understanding about what is needed in comparison to those back in Saudi Arabia.
