The Times reports Tottenham have made no attempt to renew his contract since extending it to 2020.
The extension agreed in December was a patchwork solution to a big problem, simply designed to prevent him leaving for free this summer.
However a clause in his contract means the Belgian can be signed for just £25 million.
Alderweireld earns £53,000 per week at Tottenham and could land a weekly wage triple this figure elsewhere.

The Times reports Italian champions Juventus are strongly considering activating the clause in his contract to buy him this summer.
Alderweireld trained at Tottenham’s new stadium yesterday and has always seemed happy at the club on and off the pitch.
It would be a shame, and a potential mistake, if Tottenham let him leave without making a real effort to convince him to sign a long term contract.
