The Netherlands international was said to be attracting interest from Liverpool.
According to the Mirror’s live transfer feed (31/01/2017 at 10:54am) Liverpool were interested in signing Spartak Moscow winger Quincy Promes this month but were unwilling to pay the asking price due to concerns over how long it would take him to settle in the Premier League.
The 25-year-old right winger, who is also comfortable on the opposite flank or up front if required, has scored six goals and provided seven assists in the Russian Premier Liga this season and he has a total of 37 goals and 20 assists in 78 matches for Spartak.

The former FC Twente man has long been tipped to become star of the game and it seems Liverpool were keen to bring him to Anfield, but not for the price his current club are seeking.
Wingers can be erratic at the best of times and few have hit the ground running in the Premier League, so it is no surprise if Liverpool boss Jurgen Klopp was wary of spending big on a player who may have struggled in his early months at the club.

That is not to say the Reds will not return for him in due course, but with a contract until the summer of 2021 his parent club could be calling the shots for some time yet.
