West Ham United made a £5 million offer for Harry Arter earlier this month.

West Ham have made a bid to sign Arter this month, but their offer was only £5 million.
Bournemouth would only consider offers of £15 million for the Republic of Ireland international, and reportedly feel that West Ham’s offer is derisory.

David Moyes’ side are known to be on the hunt for new additions in midfield, as they look to improve their options.
West Ham are currently locked in a relegation battle, and Moyes is known not to be entirely satisfied with his options.

The Hammers are planning sales to raise funds for their new additions, but whether they will be able to wrap up a deal for Arter remains to be seen, as the two sides involved are so far apart in their valuations.
Arter has been an important player for Bournemouth this season, making 15 appearances, and scoring once.
