West Ham are currently locked in a relegation battle, and Moyes is known not to be entirely satisfied with his options.
The Hammers are planning sales to raise funds for their new additions, but whether they will be able to wrap up a deal for Arter remains to be seen, as the two sides involved are so far apart in their valuations.
Arter has been an important player for Bournemouth this season, making 15 appearances, and scoring once.
