The Gunners only have limited funds to spend, and although Arteta is eager to bring a right-back in at Arsenal this summer, that may not be possible.
Arsenal had been looking at Max Aarons from Norwich City, but the Canaries want £30 million for him, according to the Daily Mail.
Arteta may now have to utilise his current squad, as Osei-Tutu is apparently in line for a promotion.
The 21-year-old has been out on loan at VFL Bochum this term, and he has impressed in Germany’s second tier.

Osei-Tutu has made 16 appearances for Bochum, scoring four times.
His progress has seemingly been tracked by Arteta, who could now be willing to put him into his side’s first-team.
Osei-Tutu would likely serve as back-up to Hector Bellerin, who looks set to stay at Arsenal now.
