Martins has a reported release clause of £46.5 million, but Sporting are willing to negotiate a deal in around £40 million for the Portugal International.
Liverpool have shown a serious interest in Martins this summer, with Sky Sports reporting last month that the Reds had held talks with Sporting over a deal for the 22-year-old.
However, the interest from Liverpool seems to have died down following the capture of Mohamed Salah from Roma.
Arsenal will be without Champions League football for at least a season, but both Sporting and the players would find it hard to turn down such a lucrative offer.
