Why are Arsenal signing Aaron Ramsdale?

If the Gunners only view Ramsdale as a No.2, why are they spending £30m on him?
Onana is available for £7m, so surely it would be worth signing him instead of the £22,000-a-week man, regardless of the homegrown quota rulings.
Also, Arsenal’s decision to chase the expensive Ramsdale just makes their decision to sell Emiliano Martinez for £17m look even worse.

Aston Villa now have one of the best goalkeepers in the Premier League, while Arsenal are spending £13m more than they received to replace him.
Hopefully, the Gunners have a plan internally, because this deal looks bizarre from the outside looking in.
