According to the report, Preston, who are in the Championship in England, will make a bid of £500,000 for Garner.

Ipswich Town, who also feature in the Championship in England, are interested in Garner as well, according to The Daily Record.
Garner arrived at Ibrox last summer amid a lot of expectation, but the striker has failed to make an impact at Rangers.

If Rangers manager Pedro Caixinha does not think that the former Nottingham Forest striker is good enough to play for him next season, then a return to Preston does look a very good solution for all three parties involved.
Garner did well during his time at Preston from 2013 until 2016, and he will be welcomed back with open arms by the Deepdale faithful.
