Ibrox club Rangers have made three offers for Cooper, with £3m being their latest bid, according to The Glasgow Evening Times.
It has been reported by the publication that Millwall do not want to sell the 23-year-old defender in the summer transfer window, and that Rangers manager Steven Gerrard has yet to decide whether or not to make a move for the former England Under-20 international yet again.
Fourth bid from Rangers?
With Rangers having made three bids for Cooper, as reported by The Glasgow Evening Times, it is clear that the Scottish Premiership giants are determined to sign him.

However, with Millwall having reportedly turned down their latest offer of £3m, it does appear that the Gers will have to increase their value.
Cooper is one of the best and most important players for Millwall, and one can understand why the Championship club in England reportedly do not want to sell him even for £3m.
