The Daily Record report that Rangers are preparing to ramp up their talks for Souttar in the coming days.
Rangers want to sign Souttar to a pre-contract agreement with the centre back now inside the final six months of his Hearts contract.
A number of English clubs want Souttar, and that could be a problem for Rangers.
It’s suggested that, for Souttar to snub that English interest, he wants to join Rangers right now.
That means the Gers paying up to sign Souttar this month, with Hearts reluctant to sell in January.
At the end of the season, Souttar will be leaving for nothing, so Rangers will be hoping to tempt Hearts into taking cash now.
Talks are coming this week, with Rangers believed to be leading the race for Souttar’s signature.
This may not set pulses racing at Ibrox, but this could be a very valuable move for Rangers.

Connor Goldson and Leon Balogun out of contract in the summer, Nikola Katic’s future is unclear and Jack Simpson appears to be leaving.
Adding Souttar would give Rangers a centre back who knows the Scottish Premiership well, whilst at 25 he still has plenty of development ahead of him.
In an ideal world, Rangers would also seek an agreement with Vitesse Arnhem defender Danilho Doekhi.
Bringing in an athletic defender that Giovanni van Bronckhorst knows well alongside Scottish ace Souttar could be perfect for Rangers – and an agreement with Souttar may not be far away.
