Spurs sent scouts to watch the Portuguese winger back in 2016 when he was playing for Braga, The Evening Standard reported.
Tottenham ended up signing Georges-Kevin N’Koudou instead, which turned out to be a failed transfer by any measure.
Silva signed with Benfica and has begun to really thrive this season.
He has 12 goals in 22 league games from the wing, including a brace against Setubal last weekend.

The 25-year-old is growing in confidence and has blossomed with a regular starting role at Benfica.
As Tottenham look at potential recruits this summer, Silva should be back on their radar.
The Portugal international does not have the same wretched injury history as Erik Lamela, and can match him, if not better, on the pitch.
